Abstract
A settlement layer built for machines
As AI systems evolve from passive assistants into active digital participants that execute tasks, coordinate workflows, and transact on behalf of users, they require a programmable settlement and access layer purpose-built for machine-speed, machine-scale interaction.
Tokelio is designed to fill that role. This paper describes the problem Tokelio addresses, the design philosophy behind it, its intended utility surface, and the market context that motivates its existence. It intentionally omits token distribution, supply, and emissions, which are addressed separately.

Four principles guide the design
Legibility
Simple enough to explain in one sentence: agents need money to operate, and Tokelio is that money.
Programmability
Every use of Tokelio should be expressible as a function call an agent can invoke without a human.
Composability
It should work across wallets, agent frameworks, and tooling — not be locked to one closed ecosystem.
Accountability
Staking, collateral, and escrow align incentives and create consequences for poor execution.
